Tex Live 2014 released: a few issues concerning availability
Tex Live 2014 has been released by TUG on https://www.tug.org/texlive/ on 14 June 2014. Packages and the DVD installation image are only available on TUG by the time I wrote this post.

Tex Live 2014 have not yet been posted on CTAN and all the CTAN mirrors. So do not follow the links on installation instructions which will lead you to Tex Live 2013.
I would recommend you download the full installation image at ftp://tug.org/texlive/Images/texlive2014.iso. After completion of download, simply mount the image and then execute install-tl for *nix systems or install-tl-advanced.bat for Windows.
The Tex Live package manager uses CTAN as its default repository. Given the fact that CTAN only contains the 2013 edition right now, you must change it to TUG before doing any package update or installation. Here is how to do this.
- Launch the Tex Live Manager 2014.
- Options –> General… (Figure 1a)
- Change Default package repository (Figure 1b), type ftp://tug.org/texlive/tlnet/ in the textbox. Press OK.
- Return to the main window of the Manager. Press the “Load Default” button in “Repository”. This might take a few minutes depending on your network connection.
Now you can install packages from the new Tex Live 2014!
